FOR LAW ENFORCEMENT OFFICERS AND FIRST RESPONDERS
Tactical Emergency Casualty Care (TECC) is a set of guidelines and principles for providing medical care for trauma in high threat or dynamic environments. It is a near direct correlation on the proven success of the (military) Tactical Combat Casualty Care recognising that trauma is ‘agnostic’. It has various civilian relevant terminology, response and process explanations specific to domestic frameworks.
TECC aims to minimize preventable deaths and reduce morbidity by providing care that is practical, effective, and relevant to the tactical, high risk or dynamic setting.
TECC is divided into 2 levels of skill (providers) suited to their role and environment;
1. TECC- First Responder (TECC-FR) The basic skills for any role to stop massive bleeding, provide and manage an airway, treat chest trauma, recognise head injury and prevent hypothermia.
2.TECC (Provider) is the advanced application for medics, paramedics and other clinicians to prepare them to operate forward of the ‘Green/ Evacuation Zone’ typical of where normal Ambulance operations will be positioned.
Tactical Emergency Casualty Care (TECC) is a baseline expectation for any person employed, either paid or volunteer, as a professional first responder.
It is the penultimate standardised medical preparation for emergency services, industrial Emergency Response Teams (ERT), Emergency Service Officers (ESOs), Security Officers/Guards, Corrections Officers (COs) or any occupation issued a firearm to conduct their role.
→ Direct Threat, Indirect Threat and Evacuation Care relevant to first responders. Situational training dependant on role such as;
- Neutralise/ Navigate the threat (E.g. Armed offender, Fire, Pressure, Flood, Drops/Unstable structures etc)
→ Rapid Casualty Assessment
- Identifying life-threatening bleeding
→ Correct arterial Tourniquet (TQ) application
→ Lifts, Drags and Carries
→ Nasopharyngeal Airways
→ Chest Seals
→ Wound packing with haemostatic gauze
→Pressure Dressings
→Positional airways & Recovery Position
→Basic head, hypothermia and spinal considerations
→ Relevant ‘limited’ theory, practical hand-on skills stations and a multiple realistic scenarios
